A couple of us have talked about this amongst ourselves since the last tourney, so I'll mention it now:
We'd like to see the scoreboards for these tourneys be as complete as possible!
So, even if you performed under par this weekend, please consider submitting your best score nonetheless.
45 people on the board is just not nearly as cool as 60! (Or even 46.) It helps everybody, both above you and below you, put their score into a more accurate context, and makes the event itself look as big and badass as it actually was.
There is, of course, a whole can of worms involved here, and a dozen reasons why you may not want to submit, so there's definitely no "right" answer, but like I said, consider it.
