Simply put,

Much like any other service, if people are not using it, the model will change, if not, it will remain.  If someone does not like the terms of service, they will not utilize it, if that occurs in spades, logic would dictate change would follow.

At the least it will all but eliminate the need for someone to watch and verify a 1,500 score on Paperboy on the Arcade Classics N64 disc or whatever.

Up to the buyer to decide what they get out of it after looking at the transaction.  If they deem whatever the goods/services are not worthy of cost, they will look elsewhere much like anything else.
