Looks like the Z80 is not running. This could be the Z80 or RAM or ROM or clock generator or other stuff (in that order of likeliness probably) because the Z80 depends on all sort of other hardware in order to run.
The easiest first thing to try, especially considering it has been sitting unused for a long time, is to pull the Z80 out of it's socket and then put it back in. (With the power disconnected, of course.)
Sometimes the contacts in sockets get corroded over time and break connection. Maybe just a simple slap to the center of the board (while the machine is unplugged) for some 'percussive maintenance' would restore loose pin connections.
